The No List.
WikiHomeSpec is allowed to stop a transaction. These are the rules that can force the verdict NO — NOT AT THIS PRICE. They are stated before the result, not rewritten afterwards.
Arthur: “I am not refusing the category. I am refusing this particular offer at this particular price.”
All five gates must be true.
If credible sources disagree, the engine falls back to COMPARE FIRST.
The builder offer must be at least 50% above the like-for-like independent installed benchmark.
A percentage alone is not enough. The absolute price difference must also be at least £500.
The engine must rate the builder convenience as PREMIUM NOT JUSTIFIED. Build-stage-locked work cannot receive NO under version 0.1.
If any gate fails: WikiHomeSpec does not soften a NO. It falls back to BUILDER, COMPARE FIRST or ELSEWHERE / LATER as the evidence supports.
